It can be. Mobile HF is a black art, with many contributing factors. Body-on-frame vehicles like pickups* are especially tricky, because the bed and the cab aren't necessarily connected to each other from the standpoint of RF energy, and because of that, the feedline can start to radiate, which is no bueno. So get a big 'ol ferrite choke (specifically, get this one) and put it as close to the antenna as you can, with about six or seven turns of the feedline through it. Don't wind it tight, as that can damage the feedline, just a loose coil, like this.
