Have you tried using a lower mount for the shower head? I don’t know if you use a shower chair (I do), but if you do having the lower mount is really helpful for hair and means you have to maneuver the hose less. Something like this doesn’t require any “real” installation; it just replaces the original shower head so you can even use it in an apartment.

This is what it sounds like you’re looking for. It’s much longer and made of PVC. I don’t think it’s going to resolve the issue of twisting because I think that has just as much to do with the water pressure, but the length of the hose will make it much less of an issue.

This metal one is even longer, and is cheaper.

I know this is going to sound crazy, but you need a whole house water filter. The small shower filters don't have enough contact time with the water to do anything.

First thing is to find out if your city uses chlorine or chloramines.

Then, if you have the space in your shower get this beast:

Housing

Filter: Chloramine / Chlorine

Not enough space and want to mount on the wall:

Housing

Filter: Chloramine / Chlorine

--

Shower hose

Wand

Fittings: Reducers x2 / 1/2" Nipple

It will look a little hood rat and ridiculous but it actually works.

It also seems expensive, but these filters will last a longgg time.

Edit: it will look something like this

They sell them at home depot, ect. In different sizes and finishes. Put the extension between the p trap and the top tailpiece. They make ones like you have in all sizes also, but sometime you may have to "cut to fit". Still very simple.
