It was always a free needle program. The purpose of which is to reduce the variable amount of HIV infected blood in a relatively consistent quantity of syringes. Junkies gonna junk.
Edit: Oh, yeah, by the way needles aren't expensive in the first place, you can amazon prime them for $20/qty100.

lots of cheap ones on amazon, shimano ships a 35mm but that pack will work fine,
I went on Amazon and searched both 3mm and 5mm syringes. I wanted mine next day delivery so my choices were sparse. I'm also in Canada so I had less choices than on the American site!

Yeah, they're a pain in the ass. I think because Amazon wants certain medical supplies only sold under business accounts. Anyways, couldn't find just the needles for pinning but these would work unless you're a fatty.
