An a-line skirt could be good? Something like this and cheap fishnets were my partner's first 2 women's items (bought as a joke gift at least a year before she figured out she was trans, life is interesting). The skirt is still a favorite though. She'll wear it with t-shirts (sometimes unisex she bought before, sometimes mine or new shirts of hers) and no matter what it's cute. Also lipstick is a classic.
