No. You're confusing response time with input lag. A gaming monitor with 1 or 2 ms response time will still probably have 8-15 ms of input lag. You can check the measured input lag of most popular monitors at https://displaylag.com/display-database/
edit: heres an example. I play on this monitor (https://www.amazon.com/BenQ-ZOWIE-inch-Gaming-Monitor/dp/B01H5KKQUQ). Note the advertised 1 ms response time, they even put it in the title on amazon to confuse people lol. The input lag, however, is closer to 10 ms.
BenQ Zowie monitors are usually the most popular 1080 gaming monitors. They’re cheap, have super low input lag, low flicker, low blue light and they are used in almost all eSport tournaments.

i switched to a monitor last year and i'll never play another video game on my tv. even when my tv was in game mode, it was tougher for me to hit, especially high and inside fastballs.
i use this benq 27 inch monitor
https://www.amazon.com/BenQ-ZOWIE-inch-Gaming-Monitor/dp/B01H5KKQUQ
benq is the gold standard for gaming monitors, imo. i also use this screen for other tasks (work related stuff) and ive had zero complaints with it. would buy again
I got this monitor before the Zowie branding (same model number) and I love it. Speakers aren't the best and you will have play with the picture settings a bit. Once it is set it is very solid.

This is the monitor I have , with the amount of money you put into your build you could definitely get better but I imagine money is a little bit tight for half a grand monitors , plus it’s on sale !

You'll probably be pretty happy with a 1080p 144hz monitor such as this
https://www.amazon.com/gp/aw/d/B01H5KKQUQ?psc=1
Your r9 290x is equal to a gtx 1060 3gb, so it's still perfectly relevant, it might struggle at 1440p though, and 4k is kinda out of the question unless you put everything to low.
Well, fuck. I forgot to post my own.

this is the one I went with, liked it so much I got a second to set up as a dual
you think this monitor would go with my current build
These are some good questions! The refresh rate for a TV is far less than something you would want for mouse and keyboard gameplay.
I'm going to be honest with you, razer peripherals are not the way to go and reviews will show you this. If you want quality gaming stuff I will link it below:

If you're looking for performance I'd recommend BenQ ZOWIE eSports gaming monitor for $279 on Amazon. It has BenQ's lag free technology and it looks awesome as well. Ever since my MLG Halo Days I've been hooked on BenQ monitors.
If you're dead set on wanting a 144hz monitor they have same model BenQ for $100 more.
If you have a decent gpu this and this monitor is good for gaming with 144Hz and a 1ms response time.
Just switched to a BENQ monitor meant for Consoles from my 4k TV and it has been a revelation when it comes to hitting. Night and day difference. Took a couple games to readjust my timing for pitching though lol

I am content. I have 1 of these:

and 1 of these:

I recently bought my little brother a BenQ monitor for fairly cheap, heres a 24" and 27" option for inexpensive (relatively). Not 100% sure if the 24" has 144hz capability, but this may be a brand you could check out.

I'd probably suggest looking at the reviews as well, the amazon link has a few options of the same monitor in different sizes too.
You might want to look into getting a TV instead, can probably get more for your money doing that with a console-only use case. But here's a bunch of monitors, work out what you want then use pcpartpicker or the like to get the best price on it:
New 27" Sceptre 4K IPS - $200.
Used 27" LG 4K IPS - $318.
New 27" BenQ 1080P VA - $179.
New 27" AOC 1080P - $160.
New 27" AOC 1080P IPS - $200.
New 27" ViewSonic 1080P - $180.
New 27" BenQ 1080P - $229-249.
If yours wondering this is the one I got. FYI going to 60hz you’re also dropping to 1080p over the 4K so you’re graphics will sacrifice a little bit but after a day or two you don’t even remember what the 4K looked like
BenQ ZOWIE RL2755 27 inch 1080p Gaming Monitor | 1ms 75Hz | Black Equalizer & Color Vibrance for Competitive Edge https://www.amazon.com/dp/B01H5KKQUQ/ref=cm_sw_r_cp_api_i_2Xu4DbB6Y8X2Q
You should check the BenQ monitors, they are nice and the same price as the asus one.
I think they used the 24 Inch version during capcom cup, and most console tournaments (Call Of Duty for exemple).
You can't go wrong with any BenQ Monitor in my opinion.

Here’s à link, I’ll edit the post as well.
I've got the BenQ RL2755HM
Official Gaming Monitor of MLG; Official Console Gaming Monitor of UMG,
27” Ultra-Fast 1ms console gaming monitor,
Low Input Lag, Dual HDMI, Black eQualizer,
Console Game Mode,
Display Mode & Smart Scaling,
It seems as though it's been discontinued though, so i imagine price will go up as they run out of stock.
Look for anything with low input lag and low GTG response times. 1-2ms is ideal, especially if you like twitch shooters..
Forget anything above 60hz refresh rate.. Consoles/HDMI only output at 60hz, so that's all you need. Anything more and you're wasting money.
Edit: Seems like its just been given a name change or been bought out maybe.. https://www.amazon.ca/BenQ-27-inch-Gaming-Console-Monitor/dp/B01H5KKQUQ?th=1
Also, keep in mind, this is listed in a Canadian price. Our dollar sucks ass so it will be cheaper if you are in the US
I’ve been looking at this one: https://www.amazon.com/dp/B01H5KKQUQ/ref=cm_sw_r_sms_c_api_9YUOBbNXDXQYZ . Don’t see it saying anything about audio out anywhere?
Here’s an BenQ one I found on Amazon that’s pretty highly rated: Benq ZOWIE RL2755
I play on this one and it’s great. I don’t use the audio though as I use a headset.
BenQ ZOWIE 27 inch Full HD Gaming Monitor - 1080p 1ms Response Time for Competitive eSports Gaming (RL2755) https://www.amazon.com/dp/B01H5KKQUQ/ref=cm_sw_r_cp_api_i_0QF1BbPPA843Q
As others have touched on, it's not gonna make any difference in regards to framerate. However, you can still reap some benefit in terms of response time. This one seems a good pick.
And here's the one I personally use.
Maybe something like this then https://www.amazon.com/BenQ-Zowie-inch-Gaming-Monitor/dp/B01H5KKQUQ/ref=mp_s_a_1_9?ie=UTF8&qid=1538536731&sr=8-9&pi=AC_SX236_SY340_QL65&keywords=benq+monitor&dpPl=1&dpID=51JwPxmqKpL&ref=plSrch
And basically TN panel usually has less latency and worse color and viewing angels. Most people don’t notice too much with the color especially for gaming. Viewing angels are really obvious tho.
this one or the 24 inch one
You don't need a higher refresh rate monitor but even a 60hz monitor will give you a crisper picture than any huge tv and 1ms response times. Here is a good example, it is a bit pricier than some other models but I am boycotting Samsung right now: https://www.amazon.com/BenQ-ZOWIE-inch-Gaming-Monitor/dp/B01H5KKQUQ/ref=pd_sbs_147_5?_encoding=UTF8&pd_rd_i=B01H5KKQUQ&pd_rd_r=GEK7AZVTCTK9PW8VTB9X&pd_rd_w=8ePGX&pd_rd_wg=jzlPm&psc=1&refRID=GEK7AZVTCTK9PW8VTB9X
i've been looking at https://www.amazon.com/BenQ-ZOWIE-inch-Gaming-Monitor/dp/B01H5KKQUQ/ref=sr_1_2?s=pc&ie=UTF8&qid=1517507223&sr=1-2&keywords=BenQ+XL2411Z
Sorry for the delay in suggestions.
Here are some that I've found fit your needs for a reasonable price:
BenQ GL2460HM
ViewSonic VX2452MH
ASUS VX248H
BenQ GL2760H
Samsung LS27E330HZX/ZA
BenQ ZOWIE RL2755
I have been looking to get a monitor for my Xbox one and move away from my 40" TV.
Ive dont a bit of research and have 3 on the shortlist.
ASUS Designo MX279H
BenQ ZOWIE 27"
ASUS VS278Q-P
Would love any input on which would be best.
Most monitors have some form of speakers but are always crap. I would always recommend a good set of headphones no matter what your gaming situation is.
If you have a 1x I highly recommend this monitor link
If you have a standard 1 or a 1s this is a great option link
Honestly any monitor would do but you just have to look for the key things
This HERE is the correct link for the monitor.
For this kind of money, you cannot go wrong with it, plus it behaves admirably for the PS4.
