Black Diamond Sand is recommended a lot for dark sand. I have it in my new tank. Pool filter sand is good for white and around the same cost per pound.

Amazon swords, Java Ferns, and Anubias are all easy plants that don't really need special lights. If you want to upgrade your lights you get more options.

I'm not positive but it looks like industrial blasting sand. Maybe with mixed colors?
