You can find good red dot sights for right about there, or even some grips!
If you're really wanting to get them a gun, I would get them this or this as both are going to be the best you can find for the money.
The pistol mentioned is upgradable, as well as the rifle, as they both use standard, 'common' parts. So, if he wanted to make each gun better later, he could!
