I used a clay bar to clean my windshield and windows. You could hear the wipers drag across what sounded like sandpaper. Very smooth afterward, you could feel it work as you used it. A lot less risky than steel wool or razor blades. Just make sure you keep it wet, or it will stick to things like the glass or your hands. I lubricated with auto glass cleaner, but they recommend detailing spray.
Follow up with some rainx and the water will bead and blow right off the glass.

Way back in the day(3+ years?) I tried this kit as well as the Griot's clay before I knew how to get rid of water spots. Neither worked any different than regular clay. They might be more aggressive, so do a test spot if you intend on trying it on paint.

I would recommend using Griot's Garage Glass Polish.
I used this along with a glass polishing pad on my DA and quickly cleaned an entire window that was absolutely covered with overspray from a single stage paint job. Since you don't have a DA I would recommend a handheld pad such as a CG Polishing Pad.
However before trying the polish you might try using glass clay. It works pretty well - it should remove the gunk/spots but may not remove tough water spots. If you do use the clay I use Meguiar's or Stoner glass cleaner as lubrication.

Also on a side note - the pad you used probably didn't do much, if any, damage to the windshield, automotive glass is pretty tough stuff.
