for an all around router 2hp would definitely be beneficial. you may run into a few things that are tough to get through with a 1 or 1.5 hp router. i caution you on buying a used router, you never know how it may have been treated. they're some fast spinning tools that do sometimes break. i would recommend the hitachi fixed base router if you're looking for an affordable one. it can be had for $115 and is 2.25 hp.

I'm not sure exactly what router you're looking at but this one states that no-load noise of 79.5 dB.

Most safety standards will state that at 85 dB upto 8 hours of exposure is safe. This halves every time you go up by 3 dB. For example a 88 dB 4 hours of exposure is safe and at 91 dB 2 hours of exposure is safe.

Now that 79.5 dB is the no-load noise level so it will go up when you start cutting with the router. How much it goes up will depend on the bit, the speed of the router and the wood you're using so it's hard to say how much it will go up. In any case I'd recommend using hearing protect any time you operate a power tool. Better safe than sorry in my opinion. Invest in some comfortable hearing protect. You should be good fitting and comfortable hearing for a whole day without much discomfort.
