There have been some good suggestions already in this thread, so just a couple of more to throw in.
Check out Auto Hot Key. It will allow you to conditionally remap your keyboard. With this it will allow you to make like a Saryn profile, Rhino Profile, etc if you like. Now keep in mind that this happens at the hardware level so while these are engaged it will affect your typing of regular chat. Maybe there is a way to create said profiles and use a keyboard with macro buttons to toggle between your builds and a "normal" build for just regular typing.

Something like this, bound to your Q key. It would allow you to use your foot to charge those abilities with decent precision. Amazon has multiple options, including this one which specifically mentions helping people with disabilities in the description.
