Rock Maki would be easier, due to the more basic nature of the costume. Most of the items could be found via thrift stores or local places. A suggestion for the pattern on the arm

It's very cheap, easy and fun! Particularly for this design, where you can just type up the words and print them at the appropriate size. For the weathered look, using a sponge will make it look more grunge-y.

Red skinny jeans will probably be a little easier to find that red plaid punk pants, but worth looking around. Other than that, you'll need a long pink t-shirt, button down white shirt, a plain blue neck tie, and a black cardigan. (Like this one, maybe?) Or similar. Buy a size up if you want the baggy look, but a sleek look will look cool too!

Absolutely invest in a wig, it'll make your cosplay a lot more fun and polished. A lot can be found on ebay already styled, make sure to read the user reviews. And if you have a big head, be extra careful and read reviews. (I have a big head and I tend to get my wigs from Arda or Epic Cosplay just to avoid the difficulty. :P But it isn't necessary to invest that much)

Consider your skin tone when picking a red wig too. (Here's a wikihow with the basics of determining your skin tone)[http://www.wikihow.com/Determine-Skin-Tone]. At least for me, it always feel a little safer to choose a darker/maroon-ier red rather than a bright tomato red. It photographs nicer and looks a little more natural. I usually also wear foundation or at least concealer when wearing any red/pink wig, because at least for my skin it emphasizes any blemishes. (Am girl, tho. If you aren't comfortable wearing concealer, it's all good! Do what makes you feel most comfortable. Cosplay is there to have fun with!)
