I looked at that one and compared with a 42 inch LG on amazon that's like 20$ more. Ultimately I'm leaning towards the LG for following reasons.
Both have 4.5 reviews on amazon but for the extra few bucks I think I will ultimately end up with the LG if I see no good cyber Monday deals today.

Here is a similar Smart LG 42" for $473.
I recently bought an LG LB5600 and have been using it as my primary monitor and for gaming. It is an IPS panel and has good response times. I would highly recommended it.

Love this tv had it for a couple months and the colors are great. If you go to the new & used tab on the page and find a used very good from amazon warehouse with a description of pristine condition but packaging may be damaged you can get like $60 off the price.
I'm looking to get a good gaming tv that's around 40-inches for under $450 any advice on what tv I should get? I've looked at a few so far, but I would like to get one that doesn't have much motion blur and a low input lag. Any suggestions to the tvs listed below or any tvs would be deeply appreciated.

That should work fine, and the nice thing about Amazon is easy return if it does not.
On the TV side, I have my Surface tablet going into the HDMI-in of my xbox, and the TV serves as a wonderful second monitor. Prior to the 55" I was using a 42" and you've never seen a computer look so good.
I mean.. another 100 bucks and get a sweet ass 32"?

I'm pretty sure the only way to do that is get a new TV. However, I'm not an expert on this. Honestly I'd recommend a monitor over another TV. To put it simply, monitors are more efficient, get better resolutions for less money, and it's honestly worth all of the money you'll save just getting a monitor.
But if you're in a position where you don't/can't get a monitor for your setup: Here's a 42 inch 1080p 60 Hz TV: http://www.amazon.com/LG-Electronics-42LB5600-42-Inch-1080p/dp/B00KVLT0A4/ref=sr_1_1?ie=UTF8&qid=1416676048&sr=8-1&keywords=60+Hz+tv
