Generally speaking, you have to pick either a smart bulb or a smart dimmer, but not both. The reason is that a smart bulb needs to get clean power and a dimmer is designed to chop up the sine wave so in order to fix the flickering issue, you'd have to replace the ancient rotary dimmer that you have with a $1 switch and just leave it on all the time and use the app or whatever to control the light.

Lutron very recently came out with a nifty little product called the Aurora which gives you the best of both worlds by leaving the switch on all the time and adding a virtual rotary which will communicate with the Hue bulbs however so if that's your only switch, this is a nice option.

If you have a lot of switches, I highly suggest you stop using smart bulbs and just replace your dimmers and switches with smart dimmers. Lutron's Caseta is a great system for that.

Also, no true switch that I know of will do what you're saying - keep the line hot but send a zigbee signal to turn off. They'll all cut the power. Even smart ones.

Other than the obvious Hue dimmers that have been around forever I have my eye on the Lutron Aurora Dimmer. They don't come out until next week, but all the early reviews are positive and since you're already using hue lights it should be almost zero setup on your end.

The dimmer is pretty pricey and specifically made for Hue lights.

The other product, I've gotten for half-price what it is on Amazon right now. It won't connect to the Hue bridge though so I have it connected through Smartthings to control my Hue lights.

It does not control the existing light switch. It just locks the light switch into the ON position. The round knob allows you to dim and turn the zigbee light bulb off/on.

For lights, I definitely recommend Hue! I've had color bulbs in and on almost constantly for about 3 years and haven't had to replace them yet.
