Is this exactly what you want? Including the less common calibre and Nikon Scope? If so then it is an alright price, not a great deal, but close to fair.
With little effort searching, here is a Browning A-Bolt 3 for around $560 shipped in the more common and easier to find 243 and with a wood stock, and here is the Monarch 3 2-10x42 for $367 shipped.With any reasonable FFL fee you have an A-Bolt and the same Nikon Monarch for less new. If the one the seller is offering is a "Medallion" model then it will increase the value and may be a decent deal.
Personally, I think there are offerings from Savage, Tikka, and even other rifles, including others from Browning, that I would much rather have. I also believe there are more desirable chamberings, unless there is a very specific reason or application you have in mind for the 243WSSM.
I think for $1,000 you could get something like a Browning BLR, Weatherby Vanguard, or Tikka T3 and put some decent Vortex glass on it and have a fine hunting rifle in the exact calibre, configuration, and scope choice that you wanted and thought best for your hunting and/or shooting needs.
