It's part of a flashlight like this one. The design is common among chinese led flashlights so it could be branded anything.
My go to set up is a
A flashlight is very useful. It will typically stop someone for a second or 2, which can give you time to get pepper spray if you need it, or to call for help, or run.
Its obnoxious so i wouldn't shine it in everyone's face, unless you mean to tell them to f-off. But if you want to tell them to F-off without saying it a flashlight is a very useful tool.
A direct beam of light into your eyes from a flashlight will effectively blind you, you won't be able to see anything else, and at night it will shut down your night sight, so it will take a few moments for eyes to adjust.
Its also handy to have a flashlight around, and its not likely to be used against you. A large one maybe can be used as a weapon, it can help put some weight into your hands. But its not a great weapon to seriously hurt someone with.

I just prefer to use a small flashlight in a hip holster.
Do get a lithium battery, it's quite bright.
I use one of these & also carry one of these.
You're both right. I just went to Amazon and searched for "flashlight" without any special descriptions (such as "tactical"). One of the very first results on the first page was this $9 flashlight that does indeed have a built-in strobe effect. Whether it's useful or not for real-world search-and-rescue doesn't seem to matter. It's marketing.
Yea. This is what I recommend also. I have a $10 mini flashlight with a rechargeable enloop batteries. I also use the the 2fish velcro gasket w/o problemos. So much cheaper and brighter than specific "bike lights"which are amazingly overpriced IMHO.

You don't need to spend $80 on some USB chargable fancy BS.
