As /u/boomsy88 says, do it in a hot shower and just make to stretch the skin taught. You can use the Philips Norelco Body Groomer. Just take your time, and remember to pull the area you're working on taught before going at it.

They used to sell a trimmer in the BodyGroom line (I think that’s what it’s called) that has tiny metal spheres on the tip of the blades so it doesn’t catch the skin on your balls. It’s a game changer. You barely have to worry about it.

It’s not a dumb question. You don’t have to if you don’t want to. If you do, though, I’d recommend something like this(link at the end of the reply). They can be used wet or dry(and without shave foam), are rechargeable, and their blade lasts a year before needing to be replaced. I use one and it’s incredibly reliable. It may take your skin a few uses to get used to it, though. If this one is outside your budget, there are cheaper ones with the same head style. Norelco Bodygroom 3500 is a good budget choice. Does a decent job of keeping things neat, and comes with a few different length guards if you don't want to go all the way down to skin.

My 7100 took a dump on me and I was thinking about the 3100 you posted but apparently the one above is the new version?
I use the Philips Norelco Bodygroomer BG5025. Works OK for pubes but has a tendency to snag occasionally. I use it in the shower. I generally go in with the Philips to remove the bulk of hair then use a DE razor to clean things up.
