Hose clamps. This guy uses electrical tape, I've had good results using old tube instead, so as not to have to clean up sticky crap later.
You can also buy little metal strips with screws from your LBS for a few bucks, but hose clamps are easier and more effective in my experience.
EDIT: Combines very well with the $5 PlanetBike aluminum bottle cages, they have the tabs you need. Here, or REI had them for $5 but they're not featured on the website.
