Yes, that is definitely water damage. First thing is to get some tub splash guards to help prevent water from splashing out of the tub.
Regarding the drywall repair (rather, replacing, which is all that really can be done to fix it, at this point), you can certainly DIT it, depending on how handy you are. However, it's a pretty tough patch job, considering it runs behind the tub, and is caulked in. It's also on a corner, so there will be corner bead to remove as well. Then you have to be able to replace what you have removed and tape it. If you aren't comfortable with complicated drywalling and taping, I'd call someone.
