This is not museum gel, it's clear putty. It will not adhere your valuables safely.

But museum wax is awesome too, though it's not particularly attractive.

museum putty is only $5.95 and is your friend! I can speak to it helping keep stuff in place, but I have never removed it so I can't vouch personally that it has no adverse effects- but plenty of other people already have (and a few say that it leaves "smudges", etc, so there's that)!
Check out the linked amazon product for reviews (and, as always on Amazon, be sure to also read all the 1 star reviews so you can find out who it didn't work for - some people don't like this). I have no affiliation with amazon or the product fwiw.

I use Quakehold, it's designed for museums. It's relatively inexpensive, and even a small a amount is incredibly strong.

Figure stands are great. Also look into museum wax. Look into the Bandai ACT series of stands*

Back in California, I held down all my vintage pottery and trinkets with museum wax. Worked well enough, so we use it for the same items on our shelves here, too.

Awesome collection. I used to have some shelves dedicated to my collection but turned out to be a bitch to dust and clean. I used a bit of museum wax to help keep the figures in place. Definitely helped during cleaning without accidentally knocking them over. Or during an earthquake.

This shit will change the way you think about figures. Everything I have on my shelves (way too much) gets a dab of this on their feed and then stuck to the shelf. THEY NEVER MOVE.
