Strip down to nothing, apply liberally
In your case, I would try athlete's foot spray. Usually it's $6 per can but you can sometimes find it for $1 per can from the dollar store. The trick seems to be to let it fully dry before capturing images because the liquid can evaporate between shots and cause inconsistency between photos. Don't go too crazy. It works best to leave lots of white dots with the original color still visible between the spots. If you cover it completely you'll be back to the original problem of having only 1 color with no discernible patterns for the software to lock onto.
I have had excellent results using temporary FlexiDip Removable Rubber Coating for items that I don't want to paint permanently. Then I spray textured sandstone paint such as this over top of the temporary rubberized coating. It's a little bit expensive, but it's INCREDIBLE for capturing texture. I haven't tried it yet, but I'm expecting even better results by buying several different color combinations and spraying a light dusting of multiple colors. So instead of just having 3 different shades of brown (for example), I would try a light dusting of red, blue, green, black, etc. so that the software has an easier time finding patterns.
If you look carefully at various photogrammetry software packages, they tend to mostly share examples of 3D scanned objects made from stone but don't tell you why. The main reason why is because the stone texture is very easy to capture.
