check this out you can remove the little valve inside the valve stem of a tire. It doesn't hurt the tire, they just need to replace the valve and refill with air. But, you can't do it without the tool, so it becomes a big inconvenience. I'd suggest leaving the valve in the stem, just unscrewed enough to leak, for maximum infuriating effect.

I am in no way sure this is legal, but I would do it.

Also what real chance of fixing it do I have? Is replacing the valve hard (if it happens to be broken)?
