For variable, the best ND filter I've used are the SLR Magic variable ND filter. It's not the strongest and there is still slight color cast, but it's the best variable ND I've ever used.

The best ND filter set I've used is the Breakthrough x4 ND filters. I have a 3-stop and a 6-stop. Aboslutely no color cast and a solid build quality.
