It's a tool used in printmaking called a linoleum cutter. That part is the handle that holds the various blades and tools used for doing linocuts of woodcuts. The bottom part of the handle may screw off for storage of the various bits. Though if you found it in your dad's toolbox, he probably uses it for woodcarving.

Reminds me of the time I spent three hours as a young illustrator trying to recreate ink splatters in photoshop. Frustrated, I got out my bottle of India Ink, made a few splatters and scanned them in, which took about ten minutes. Sometimes the easiest way to recreate the look of a stamp, is to make a stamp. You'll probably come up with something more authentic looking anyway!

You need rubber and a carving tool. There's some good tutorials on youtube but you pick an image and outline the lines in pencil then put it pencil down on the rubber and scratch over the back of the paper with pencil so the lines get pressed into the rubber then you just start carving.

I used a small carving knife for larger, smoother areas and the V gouge and U gauge that came with at tool that I have for carving linoleum blocks, like this one: https://www.amazon.com/Speedball-4131-Linoleum-Assorted-Cutters/dp/B0017D8W5E.

I used this but I wouldn't recommend it because it's cheaply made and the removable blades don't stay in the handle very well. Scooping tools like that are much easier to work with than cutting all the way through the pumpkin with a knife, though.

All I can think of is a linoleum cutting tool like this, but the Mr. Limpy may be too soft for that to be effective.
