If you want to up it, get wooden versions of them. They are learning to walk at that age, so toys that focus on walking are a really big hit.

I've found similar problems.. I wanted to get a wooden block puzzle for one of my nephews... and I was really disappointed that the once simple wooden puzzle for a toddler now has sound.
I'm the only deaf person in my family but I refuse to buy a toy that unnecessarily has sound. It's a puzzle not a see-and-say.
To answer your question any toy that builds motor skills are fine. Simple wooden blocks are great toys. I found a great deal on a set of wood blocks but just keep in mind some block sets might have pieces that are too small for a 1 yr old. I had to cull the set and the ones that are too small will wait in storage until he's old enough. (An easy way to check: if it can fall through a toilet paper tube, it's too small for a 1 year old.)

We do a lot of these chunky puzzles
I love them because it works on puzzle piecing, animal sounds, for hide and seek, & then we also play with them like figurines. So they have a lot of uses.
I bought puzzles. I take the pieces, and ask my son what the letter is before I let him have it. It took a few times, but he's 2 and knows all his letters by sight, upper and lower case, and numbers 0-9 by sight. Now, we're working on the sounds of letters, he's got about 10 of them down so far.

This puzzle! Kids like to leave it assembled and take off one piece and put it back on over and over causing the siren to repeatedly sound. It's awful.
