I have to go through a gate a military base everyday I have two backpacks I use when I ride, a Kriega R20 with the front Kube Pocket accessory or a Maxpedition backpack with molle mounting and this pouch with a velcro front opening. Both are relatively easy to access your card with gloves on.
Another option is looking into these small smart phone tank bags from Japan. I was thinking of getting one for those days I don't want to carry a backpack.
