I have never heard it called that but it's what you would use to fill a PCP airgun and it has like stirrups you stand on. The PCP airgun pumps use a small ram rod so it's significantly less than a square inch, if you press on it with 200 pounds of force it goes onto an area like say 0.1 square inches which is equivalent to 2000 PSI. This means you move a lot less air volume than a typical air compressor does but you can move what little you do at a high pressure. A normal shop compressor that does around 200 PSI would use a larger diameter ram rod or maybe some other type of compressor pump I don't know about which has a much higher CFM flow but can not get the high pressures because the force is spread over a larger area. The airguns typically have pretty small tanks so you can fill it in a couple dozen pumps but it takes several hundred pumps to fill a paintball tank. Once you are pumping to 3000 PSI you need to put a lot of effort in, at least with my pump, I have the Benjamin one linked above and I will lean on it with all 250 pounds by the time I hit 3000 PSI.

I suppose you could always go with one of these. Not only would it fill your tank to 3000 psi, but it would also count as your workout for the week.

There are specialty high pressure pumps for air rifles so he would be able to get it up to pressure. As others have said it would take a lot of time and effort to do it.

Possible, but not worth the effort.
