It really depends a lot on what you do and where you live.
I grew up in the country and pocket knives were essential. There would barely a day go by that you didn't need a sharp blade, flat blade screw driver, pry bar, tiny hammer, tiny wedge. All of which could be accomplished with one of these.
After that, I did a lot of farmhand work where a knife is again very essential for cutting rope, twine, tape. For making emergency repairs (cut the end of a split equipment hose so you can keep working, or cut out a belt that's broken and become tangled around other things, for example).
Now that I've become more "domesticated" and work a desk job, I haven't even carried a knife in a few years. My last job did require a lot of opening packaging that would have come in really handy to have a pocket knife for, but security would have never let me into the building, even with a little pen knife, so it didn't matter.
Now 100% of my work is done at a keyboard, so yeah.. Knives have no place in my daily life anymore.
I realize that you're not in a position that you use one all the time, and so due to that, you also don't understand why people can't give you examples, but it's one of those things where you become so used to it that you don't even realize the times that you use it as you go through your day. It becomes an extension of you and it's so second nature you just can't explain it anymore. It would kind of be like if I asked you how many breaths you took in between blinks of your eye. If I ask you now, you can think about it and pay attention and tell me, but if I asked you what your average was an hour ago, you wouldn't have the slightest clue.
I realize that's kind of a horrible example, but it's all I can come up with at the moment. :)
I guess I'm just trying to say that people really aren't trying to be a jerk to you, they just honestly can't answer that because it's become such an ingrained part of their life, like it was for me when I was a kid and when I was working on farms. I can tell you that they're extremely useful in that lifestyle. But to give you specific examples of WHY or what exactly I'd use one for... That's much more difficult.
At the top end of your budget there's the Spyderco Dragonfly and it fits all of your crieria.
You could also go with something a little more classic, like the Buck 501 or Uncle Henry. Though they both use 400 series stainless.
You might also like the Kershaw Black Gultch.
There's the Buck Nobleman that I've heard decent things about (440A).
