Your friend is wrong. The pressure relief valve is in the end of the can, it's just a spring-loaded rubber valve that pops open if the filter gets too restricted (if the pressure drop across the filter is too high). It's not what's holding the filter in place. Usually a stuck filter like this is caused by not prelubing the gasket and screwing it down dry.

What did you do to try to loosen it before stabbing it? Stabbing a filter to loosen it is rarely effective because as you found the outer skin of a modern filter is just too weak to wrench against if it's too stuck to get off normally.

If you can remove that intake manifold bracket(?) just to the right of the filter in this picture you should be able to get a set of pliers like these around the base and spin it off. The base of the filter is thicker metal than the middle and you should be able to really clamp on it.

Alternately if you do end up cutting off the rest of the filter body, and then remove the filter paper, you should then be able to see the ring of 6 or 8 holes around the base of the filter. Then you could angle a dull punch into one of those holes and basically hammer the filter counterclockwise.
