I would order usb replacement plugs from china (you can get 10 for like 3$) and then find someone with a solder iron.

If your heat shrink has adhesive on the inside wall then yes. Otherwise crimp it in the end clamp or use a little hot glue inside the housing before you seal it up. This is assuming you're using you own USB connectors. If you're running the techflex over an existing cable you may have to play around and see if it will hold.
