The main issue you'll run into with exceeding COAL is rounds not fitting into your magazine. It may reduce you to individually loading each round.
The COAL of a round isn't just determined by the projectile you're using. It also has to do with the powder being used. Nosler and Federal probably aren't using powders listed in your manuals, they are using a custom powder made to their specs. Don't try matching their COAL, stick to your manuals' data.
Is there any particular reason you are wanting load off your lands and not go with the published data? If you think you need it for accuracy have you done everything else in your load process to increase accuracy? (Things like flash hole uniforming, neck sizing only, sorting by case volume, etc) I'm betting you'll be able to get better performance from your reloads just by doing a ladder load and nothing else special.
If you are really interested in getting the distance between your bullet and the lands accurately and consistently set you'll want to get something to measure off the ogive of your bullets. That way you can bypass the variation you see in tip length. Example kit
