I second Vivicurl that liner socks will probably be your best bet, but I need to tell you that the absolute best liners I have found for wearing heels and flats are these: Hue Ultra Low Cut Liner Sock.

I wear them everyday with flats to work, and they are seriously so perfect. I have experimented with a lot of different brands of liner socks, but they always either wore out too quickly in the toes or the elastic was way too tight and cut into my heels, or they slipped off my feet and I ended up with blisters. These Hue liners do not have any of those problems, plus they are comfy, durable, stay on your feet with a little rubber patch on the back, and are actually cut low enough that they do not show when wearing your shoes.
