First-off, the adjective "surgical" when applied to knife steel is meaningless and a pretty sure sign of marketing bullshit. And you're wrong - if you do a day's work with an outdoors knife, it will need sharpening to maintain a decent edge. We're not talking about a delicate occasional-use gentleman's penknife here.

440A is a low-end knife steel. It used to be mostly used for lower-end (but ok quality at the time) folding knives, but most of those have moved to (superior) 440C and similar steels now. It's still used for some ok dive knives due to its high rust-resistance, but those too are rapidly moving to H1, X15, etc. It's really not great for edge-holding (remaining sharp).

I'm not an expert on kitchen knives. However, I know that plenty of kitchen knives are sold for ridiculously over-the-top prices (it's a standard joke, really, those knives typically sold by infomercials and store demos). So I don't accept that a "70 dollar kitchen knife is a 70 dollar kitchen knife", necessarily. Also, whenever I've seen kitchen knives discussed I've seen many brands recommended but Cutco is not generally one of them. I have seen some negative feedback about Cutco.

And $130 is still far too much for that knife. For comparison:
