Go to Petco.com and pick up their version of that collar for less than $10. These chains are made to be worn by a dog, tugged on and all, 24/7 in all kinds of situations.

That seller may or may not be using luggage locks that are simply painted. The heart shaped ones are from your standard dollar store diary and don't hold up over long-term usage.
As far as the black chain, go to Michaels and look in their jewelry section, you should see it or something similar in the area with other chains, but I doubt it will stand up to much "collar" type usage.
I'm recommending all of this as a lifestyle dominant and leatherworker. There is no need to spend copious amounts of money on something that they have spent little to no time putting together. Save yourself some time and later headaches. These are the same locks and chains that I use on my own submissive partner, they work and haven't given us any issue after well over a year and a half of constant wear.
