I'd say just purchase a cheap Muse Dac and use the optical output into your receiver. This is because your receiver will apply corrections in the digital domain anyway.
I've got the same amp - I use a little usb->spdif converter, which has optical and coax out. Super nice, because all I need to do is split the coax and I can send the digital signal to the onkyo and my headphone dac at the same time.
I use this one, but it isn't available anymore. I'm sure you'll find something that works!
Burr-Brown PCM2704C. Can be found in small USB devices like this https://www.amazon.com/USB-DAC-PCM2704-Optical-Converter/dp/B0093KZTEA
Limited to 16 bit, 44.1 or 48 kHz though. For what reason do you want/need 192 kHz?
Maybe a class-compliant USB audio interface like the RME Babyface would work, but that's a lot of money and a lot of I/O you wouldn't even use.
Unless your source is old or has issues, you're unlikely to gain anything with an external DAC. Still, if you want to try, you can get this optical one or this USB one.
Those headphones don't need an amplifier.
Be very wary of the cheap adapters - it's not too long ago where we had a guy in here with an adapter like this that was capable of destroying any headphone connected to it, given that it output enough DC to physically make the headphone uncomfortably hot.
Since you're on an extreme budget, I'd suggest this as a safe option. It's not the final word in DACs, and doesn't sound perfect, but if all you care about is getting sound, that should do it without frying your headphones.
Would this be what I'm looking for? Or would it be something else?
EDIT: Would this work too? Or this Turtle Beach one? Or this StarTec one? Or this Behringer UCA202?
