On the driver side an adjustable current buck regulator like this would be pretty much perfect. Adjustable current means you can easily tune the brightness. It can even safely run off any voltages up to 30V ^_-

For the LED you have a lot of options. The magic words are "20mm star" or "20mm MCPCB." For example this. But that is probably an ugly LED.

The tint of the LED is probably going to be really important. And possibly the size too if there are any colimating optics.
