Is this it?

Yes you can charge Eneloops in it but the charger sucks in general because you're forced to charge two batteries in it at a time. I also feel like it charges in series (since you mentioned "2.8V") which isn't good for the battery. I would suggest getting a Nitecore D2 or D4 charger. Do you have an Ikea nearby? They actually have a cool little charger that can charger a single cell at a time.
