A three dollar light is better than nothing, and I've seen more than one cyclist riding at night with no lights at all.
A few days ago, (as a pedestrian), I damn near got hit by an adult in dark clothes on a bike with no lights riding at speed on the sidewalk after dark. That comes a lot closer to my threshold of "terrible person". Someone with a $3 light is at least trying.
