>battery longevity is probably his biggest concern.
>Battery Type & Quantity - AA preferred.
If longevity is a concern then you definitely don't want to get a AA light. Can you please read though this section about the advantages of 18650 batteries and get back to me if you'd like to go this route?
>"The 18650 blows them all out of the water though; it's twice the volume of an AA but four times the capacity."
Here's a comparison of a AA battery next to an 18650 battery so as you can see it is a little bigger but it take 4-5 AA batteries to match it's performance which a light that size is definitely not going to be pocketable. For further convincing, here's a photo of the smallest 18650 light next to a 2xAA Maglite Mini. The light on top has 4 times the output and ~3 times the runtime(@ comparable outputs) because of the high efficiency LED it uses.
The setup I want to recommend is the Thrunite TN12 2016 along with the Xtar MC1 charger and an LG 3200mAh battery. You're looking at $65 for a really great light that will definitely make him say "Wow! That's freaking bright!".
tn12-2016 nw is a great option for 50 bucks

> When I think nimh batteries I think of my cell phones in the 90's that developed horrible memory issues, couldn't be recharged until they were dead, etc.
Memory issues? You may be thinking of nickel cadmium NiCd batteries that supposedly developed a memory effect if you recharged them before they were discharged. Nimh doesn't have the memory problem.
Anyway, I don't have a kit to suggest, since I buy my flashlight, batteries, and charger separately, so I almost never look at kits. The only kit that I have seen that I would also trust would be the Thrunite TN12 + 18650 battery + charger. The flashlight isn't a focusing flashlight, and the price might be too high for you, but it's a place to start.

found it it's the first option.
The second to last option bundles a battery and charger for $10 more
The Thrunite TN 12 is a great light with a simple set of modes and comes with a holster http://www.amazon.com/ThruNite®-TN12-EDC-LED-Flashlight/dp/B011QVNKSA/ref=sr_1_1?ie=UTF8&qid=1458350853&sr=8-1&keywords=thrunite+tn12+2016
This 18650 battery and charger can be used to charge your cell phone http://www.amazon.com/ThruNite-Charger-1x3400mAh-Multifunction-Portable/dp/B00WFXWUOE/ref=sr_1_1?ie=UTF8&qid=1458351091&sr=8-1&keywords=18650+with+charger+thrunite
Alternatively, if you can wait for shipping from China, the BLF A6 it's a great light with better mode selection and it's smaller yet just as bright http://m.banggood.com/BLF-A6-CREE-XPL-1600LM-7-4modes-EDC-LED-Flashlight-p-991823.html
I don't know, I still prefer having a separate powerbank and flashlight+headlamp than a combination for redundancy's sake.
Right now, I carry Thrunite TH10 and the TN12 with a 18650 powered powerbank.
I typically carry 8 18650 cells with me but, the headlamp/flashlight can pretty much last a whole weekend trip on one pair while the other 4 are used to charge my phone/kindle/DSLR batteries.
Thrunite TN12 neutral white, 2016 version.
If it didn't have to be Amazon, I'd say Zebralight SC62w, but they're $70 from some of our favorite dealers and about $100 there.
A bit nicer light, but possibly not the beam pattern you want: Armytek Partner C2 Pro. This one uses a TIR optic, which makes more of a gradient than a distinct hotspot and spill. It will be brighter in what would be the spill area than the P12, but the beam might not be wider overall.
If I have my truck with me I have 2 of these... They are my father's from early in his career. They've been through a lot and mean a lot to me.
I also have one of these in my camera bag. A little bit expensive, but reliable and gets the job done. Feels like daytime ;)
I love them both. The first because of the sentimental value, and I know if somebody tries to take my camera gear, they won't be able to get it. The second because it is small, light and very powerful.
A problem with getting flashlights from Amazon is that Amazon and sellers on Amazon usually aren't authorised dealers of flashlight brands making warranty problematic. An exception however is ThruNite who make the well regarded TN12.
