When not riding a bike with racks/panniers, I use either a Citizen Chrome messenger or the VeloTransit. The neat feature on the velo is the roll top which enables your to squash it down with smaller loads. The harness has tons of adjustability so you get a just right fit.
A big part of your load carrying is actually strategy. Carry only what you absolutely need. Hang on the bike whatever you can (tools in a saddle bag, spare tubes etc in a water cage holder). Leave at work what you need at work (towel, body wipes). Leave a hoodie at work, that way you don't need to drag one in just because you might need it going home.
Depending on how far you commute is, consider a weekend run to take in lunches for the week. Got a friend? Drop stuff off with them to take in.
