I found these super helpful when I moved in with my boyfriend and we needed more space for all my stuff in our small one bedroom.
Also, we use these for like everything. I have smaller ones in the bathroom with all my bathroom girly stuff. We have a couple larger ones in the laundry closet and multiple in the closet and on shelves for storage. So helpful! Makes our place not look like a total cluttered mess all the time.

That's exactly what she's holding. Notice how the ends are outside of the frame? (And the reflection of the end shows that it's slightly darker? That's the contact cap.)
You could probably rig up some kind of power supply, but it won't be particularly photogenic. You could also check with a place like saberz.com to see if they'll custom build you something with a more compact and less decorative handle, but I don't know how likely that is.

This isn't what you asked for, but I live in a small apartment and have this collapsible hanging rack. I keep it on the outside of my closet door (or sometimes my laundry closet door) and it's super handy for hanging things to dry.
Bins can become drawers, as LittleMissIrony and msmaynards point out.
And if you own that, you could splurge to get actual pullouts to attach to the sides.
You might also consider rolling some items and stacking them--it's easy to pull something out from the middle without really disturbing the rest of the stack.

How to DIY a T-shirt organizer. One like this
I have hanging closet organizers like this one so I can just fold and stack things easily. Then I have a dresser drawer where I keep clothes that are too big, and plastic storage bins in the closet where I put clothes as they get to be too small.
I would use these.
You can't tell from the picture but there is also a hole to screw a screw directly into the dowel so it is stable.
Can't believe you got more arms for that. Everytime I look online they're out of stock. I think I'll just resort to putting one of these types of shelves on each tier.
