That said, I'm not a costco insider. Does your employer have an EHS team? At my work, another large company, we've got a line we can raise the flag on areas of concern.
Because it's a lot easier and cheaper to get anti-skid mats down than it is to take care of an injury/lost-work. On my restaurant days, I took a slip and fall. Little hip soreness afterwards, and I was fine. But it was still a reportable accident.
Buy well-constructed boots that can be resoled easily. Welted boots are probably your friend.
Have two pairs of boots and cycle them. The soles will still eventually need replacing, and the uppers will still probably eventually wear out eventually, but a great pair of work boots should last far more than a year of wear with regular maintenance.
Bringing me to maintenance: If you're working construction you probably need to give them a good clean every couple of months, then reapply your wax/oil/preservative of choice.
For concrete work, use overboots like this or this.Something like this might help with the extreme toe wear you're experiencing (...seriously, how did you do that?). Those things will wear out, too, but in the spirit of BIFL the rubber is a lot more sustainable to replace than leather, both on your wallet and on the environment.

Good, stylish rain wear is not easy to find. I personally wear a trench coat and lace-up rain boots. A trench coat doesn't seem like your style, but you could do a mac or a hunting coat.
I highly recommend rain boots or shoes of some kind - they allow you to keep your favorite shoes out of the rain and make them last longer. I have these lace-ups, but Hunter also has low-top and high-top sneaker versions, and lots of chelsea boots (you may have to shop around for size and best price). Tretorn also has some good-looking options, but I hear they don't last as long. And of course there's the New England staple - the LL Bean boot.
I recommend a good pair of boots as well as dressing in layers with under armor or long underwear. I like these a lot.
Also, good socks, gloves, and a winter hat that covers your ears.

A case could be made for functionality, but yea, dont wear those unless you have to. Bean Boots by LL Bean are very popular for snow, you could also look into Hunter, Sorel, Tretorn. If you check the sidebar and the boot guide there is a whole slew of brands and materials to look into.

I've had them for almost 2 years and they're starting to show some signs of wear, but I'm hard on shoes in general and boots doubly so, getting more than a year out of something like this is a bit of a miracle. They do run large and aren't very tight fitting, I wouldn't want to walk more than a couple miles in them, and sock choice is critical as about half of my socks will fall off inside of these boots.
Muck boots are a great option. As an Alaskan I'm compelled to recommend Xtra-Tufs, they're practically our unofficial official state footwear. They used to be unquestionably BIFL, but had a lot of manufacturing issues when production was moved to China. Supposedly, all of those issues have been fixed. I killed one pair of the new ones quickly, but their (warrantied) replacements have held up quite well for a couple of years.
My "get the mail, take the dog out, oh crap it's raining" footwear are 6" xtratuf sneaker boots. If there's anything deeper than 6" or I'm doing a project that involves water going all over, I'll get a pair of bigger ones out, but these are 95% of my rain boot use. They're amazing to wear on a boat as well. You can hose the deck off without worrying about your feet getting wet, but it's not like you're wearing full boots.
It regularly gets to -45 where I am, and not only have I never been cold in these, but there is a lifetime warranty. And I can't stress how comfortable they are, and they slip on and off. They're not the prettiest, but they are far superior than any other boot I have tried.

Piggy backing off this. I own the Kamik Icebreakers. They’re rated for something like -40 degrees. They have a removable liner in them so In the spring and summer I take that out and use them as rain boots to take my dog out in. I also use them as my hunting boots. Most durable pair of boots I’ve ever owned.
The liner is warm and the rubber keeps you dry in the snow. 10/10 would recommend and at about $70 a steal too.
