Have you tried a slip? It's an undergarment that helps the dress stay put and not cling to a specific body part (in this case, your crotch). Amazon sells them but you can try Sears, JC Penney, etc

What about a skirt slip? You'd have to do some trying on to figure out how to cover the lace along the waist though. Maybe stitching the skirt in place so it doesn't ride up/down.

No worries! Slips are made of a slicker material and they are more fitted to the body (but not tight in most cases). There isn’t extra material to get “eaten,” so it also doesn’t allow other things in. It also smooths out the lines of one’s figure and helps the dresses sit “right”. Also hides panty line. I actually wear lace thongs almost exclusively, so I don’t have visible panty line (or VPL) issues, but some prefer other types of panties.

I need some structure underneath to support my dress and don't know if I need a hoop, petticoat, etc. Anyone have some ideas on what type/ style/ size I should go with? I like that hoops will hold a form better and keep fabric off my legs, but worry it will look to unnatural when walking. I am also concerned about the hoops actually showing through.

I was Harley Quinn for Halloween last year and used satin from Joann's. I made a boned bodice with a short circle skirt, both piece had exposed zippers in the back.

If you're looking for a premade petticoat, I have this one, and holy shit is it big haha.
