First of all, get some huck towels They are the absolute best thing for cleaning glass. The proper method is to use two towels. Both need to be damp. Wet them both and wring them out thoroughly and then fold into squares. Spray your window with the glass cleaner of your choice. Isopropyl or vinegar based is fine. Take your first towel and hit the perimeter of your glass surface first, then vigorously rub the rest of the glass down. Keep your towel flat and don't let it bunch up. You want to use your full palm. Immediately come behind with your second towel and polish out any streaks. Perfect windows every time.

You have to put it together yourself and its pretty simple to put together but it's definitely not the strongest cart in the world. If you fully load it like I have you will be wary of using it as a rolling cart, the whole thing is held together by 6 screws so expect a lot of swaying.

Have you considered a stair chair? I used to volunteer for a rescue squad and we frequently used them.

They also make some that attach to wheelchairs so the person can stay in it on the way down.
There are evacuation chairs that are designed to carry handicapped people down stairs.

If their building doesn't have them for some reason, then they should wait near the stairwells for someone who can carry them down. They generally can't use the elevators since, in most buildings, they go into phase 1 (automatic recall to a designated floor where they open and stop functioning without a special key)
Then you need to talk to someone who wants to sue a public pool.
This isn't a criminal matter where you can call the cops and report chlorine issues.

I think the problem is that most stretchers that are portable are going to most likely require two people to move an immobilized person or animal. The majority of emergency medical equipment that someone can use to transport an injured person or pet generally isn't made to be carried around on your person. :[
