4 inches of this should do the trick, just glue or anchor it down on the outside of where the wheels will cross and you should be golden.

Makes sense to have the cable cross where you have it but you will really wish you had this the day the lights are out and you trip over the cable yanking the cord at an angle causing damage to the port.

You could tape the cords to the floor/wall to make them less accessible, or you could buy some thick walled PVC pipe to put your wires in.

Or, you know, lock the dog in another area of the house with something else to chew on.

If you can't run them in the wall, zip tie them together and cover them with something that looks like this.

Best option is run them in the wall. All you need is a drywall saw, a couple low voltage plates, and maybe a glow rod if its an exterior wall.

In your situation, I would probably just run a cord along the floor and conceal/protect it with something like this.

It would be easiest to go over the door and run along the trim

Depends on how deep you need to bury the fiber. In the best case scenario, you can just leave loose-buffered fiber on the ground and put a cover over it: https://www.amazon.com/dp/B00006HVLW

Over 150 feet, this could be even cheaper for OP than a set of ubnt radios that can do 1Gb/s.
