@isaac2004, what happens if you plug your USB monitor into a regular powered USB hub and then into the Surface? Do you get the same symptoms? What about an unpowered hub?
I suspect your monitor is just really sensitive to power requirements and this is a known issue across many USB-powered monitors and not really a fault of the Surface. There are off-brand "Y" cables on Amazon and ebay that will provide extra juice to your USB peripherals. Here is the first USB 3.0 cable that popped up on Amazon:
