I just checked this link https://www.amazon.com/BLACKHAWK-Identification-Panel-Speed-Clips/dp/B002T0DX12/ref=sr_1_2?ie=UTF8&qid=1493059728&sr=8-2&keywords=molle+panel+velcro but it appears to be meant to attach to existing molle to give you a velcro panel for patches. Your other link looks like a copy/paste of the first one. Do you actually have molle with a velco back? Closest thing I can find is this which I could cut down to size: https://www.us-elitegear.com/products/velocity-systems-molle-panel-short.
You have a bunch of different options available. What I typically do is take 2 inch industrial grade adhesive velcro (https://www.amazon.com/gp/product/B01C3EPH0I/ref=oh_aui_detailpage_o04_s00?ie=UTF8&psc=1) and apply it where I want it. Then you can get all kinds of velcro attachable items to stick on it.
