I'll definitely get hell for saying this because, but I disagree with the notion that a person must spend as much or more as their gun on a scope. I've used my Bushnell 3200 ($250 CAD) for quite a while now and I'm able to get my rifle out to 600 yards or so on a good day, and around 500 yards on a bad day. I've tried nicer scopes and while there's undoubtedly a difference in glass quality, I use the 3200 specifically because I prefer mil-dot ranging with 1/4 MOA windage/elevation adjustments.
I can go into further detail if you'd like, but basically using a mil-dot scope in conjunction with MOA adjustments allow a person to estimate ranges with just their scope. No expensive rangefinders, no dependency on electronics whatsoever- that's why I use the mil-dot + MOA system.

I'm convinced that the whole "spend an equal or greater amount on a scope than your rifle" ideology began as a not-so-subtle marketing tactic that ended up with a cult-like following. The same goes with the whole "two is one, one is none" mentality with guns/knives/etc. If you can spend a lot on a great scope, go for it-- but if you can't, a scope like the 3200 isn't going to cripple your shooting abilities. Technique is far more important.

The Primary Arms and BSA both have resettable turrets. But, you can't fully reset them to the bottom. Only where the zero marker is in relation to the current revolution counter hash mark.
I have two Primary Arms 4-14s and they are a good value.

Amazon Prime has the fixed 10x elite mil/mil scopes for $223. With a 25% discount it comes to about $167 shipped.
Mil/Mil with working turrets works for my little gun project.
Most Bushnell scopes have free shipping from MidwayUSA at the moment as well.
Should have mentioned I live in Canada... U.S. won't export scopes to us, and no canadian retailers carry SWFA. I did however find this scope on amazon for a very reasonable price. May I ask why you suggest fixed power? 10x seems low to me? I'm new to long range shooting but most guys I know have powerful scopes.
