My scooter is one of the bigger high-end ones, so it has mounting options. There's also bicycle options for smaller scooters such as this and this.
I'd say a majority of the videos I've seen of people falling off of scooters is when they take a hand off of the handle bar. I don't know if the handle bar ends come out but perhaps something like this could work.
