Ave you thought of the window tint film they sell like this? I have used on a gas mask and a set of glasses I made. I have found the flatter the surface the better, but it may work for you.
So long as your engraver is fully enclosed the only problem you might have is just the intensity of the visible spectrum. This is what we use at work. We just have it taped onto the engraver.
Tint it yourself with something like this.
I did it to a case window on a 750D and it came out great.
I use a combination of tint cling and blackout curtains--and my blinds. My curtains are just the basic gray blackout from target.

It's dry and held on by static electricity, so removing it is easy and leaves no residue.
The plastic film for windows. There's a type that's removable, it comes in various shades and textures. Something like this might work for you.
The other suggestions of cloth wrapped ice packs are worth trying, but I'd look at how to make the AC more efficient.
My boy starts looking uncomfortable over 76, so I would be very worried keeping him in temps of 80+. I shoot for 72 degrees and he seems comfortable plus or minus a few degrees of that.
Refrigerated stone slabs do help for short term relief, but ultimately you need to keep the temp down. Chinchilla don't sweat, and can't release body heat that way. If you aren't comfortable in a long sleeve shirt or sweater in the room they're in, then it's too hot for the chins.
