While I was in the MTC, some guys in another district in our building were hospitalized when they each swallowed two of those growing sponge toys.
Short answer: no, it's not a diet problem. It's perfectly natural.
The long answer is that dog feces are unprocessed Magic Grow Capsules (see here) that expand and grow in the water. Enterprising businesses will often collect dog feces so that they can make the popular children's bath toy. There is some controversy over their collection, though.
